Regulations on Research Ethics

 

CHAPTER I. General provisions

 

Article 1.

The purpose of this regulation is to establish research ethics of members of the East European and Balkan Institute of Hankuk University of Foreign Studies and members of the Asian Association of Central & Eastern European Studies, prevent research irregularities in advance, and carry out fair and systematic verification in the event of research misconduct.

Article 2.

This regulation shall apply to all members of East Europe and Balkan Institute at Hankuk University of Foreign Studies and to all members of the Asian Association of Central & Eastern European Studies.

Article 3.

This regulation shall be followed unless there are other special regulations concerning the establishment of research ethics and the verification of research integrity.

Article 4.

The term "research misconduct" means any act that harms the veracity of research, such as plagiarism, duplication, unfair labelling of authors, forgery, or falsification, regardless of the purpose of the research, in the process of proposing, performing, or announcing the results of the research: However, simple mistakes that are not intentional are excluded.

1. The term "plagiarism" means the act of stealing other people's ideas, research contents, research results, etc. without proper approval or reference.

2. The term "indicating an unjust author" means the act of not granting a person who has made an academic contribution or contribution to the contents of the research to be qualified as an author of the thesis without justifiable reasons, or of granting a person who has not made an academic contribution or contribution, or intentionally changing the author's ranking, etc. on the grounds of an expression of gratitude or courtesy, etc.

3. "Duplicate publication" refers to the act of duplicating research results by changing them into different topics. However, in the case of a paper presented at an academic conference, the contents of the previous presentation are specified and submitted in detail when there is academic progress.

4. This includes deliberately obstructing or harming informants, and other acts that seriously harm the integrity of the research.

5. Forging and falsification refer to the act of falsely making data or research results used in research, recording or reporting them, artificially manipulating data, equipment, research processes, etc. related to research, or distorting research contents or results by arbitrarily modifying or deleting data.

 

 

CHAPTER II. Code of Ethics for Reviewers

 

Article 5.

When reviewing a contributed paper, the reviewer makes the process private and respects the contributor's ownership of information.

Article 6.

The reviewer shall reveal any conflicts of interest with the review client to the editor or agency.

Article 7.

The reviewer shall complete the review within a fixed period after being requested to do so, and shall not delay the review without obvious reasons.

Article 8.

If the requested review is already published in another academic journal, under review, or if any other findings are found, the editor or agency shall be notified.

 

 

CHAPTER III. Code of Ethics for Editors

 

Article 9.

The editor is responsible for all publications published in the journal.

Article 10.

The editor adjusts the conflicts of interest among the relevant work representatives, authors, and reviewers of the journal.

Article 11.

The editor manages and supervises the editorial process participants for fairness in the review process.

Article 12.

Editors are obliged to publish all papers for which publication has been decided, except that serious mistakes or ethical problems have been identified since the publication was decided.

Article 13.

The editor shall keep all the reviewers anonymous unless the reviewer has granted permission to disclose their identity.

Article 14.

The editor shall keep the authors of the paper anonymous until the publication of the paper to be examined is decided.

Article 15.

When a clear error or distorted result is published, it is corrected immediately and notified to the author's affiliated agency.

Article 16.

If a false report or significant mistake is found in the paper, withdraw the publication of that paper.

Article 17.

A new editor cannot change his or her decision on a paper that has been published by an existing editor, except where serious problems have been found.

 

 

CHAPTER IV. Code of Ethics for Researchers

 

Article 18.

The researcher keeps integrity in the presentation of the results of the study and does not falsify, tamper with, or plagiarise.

1. Researchers do not falsify, tamper with, or distort results in publications or presentations.

2. The researcher pays attention to the interpretation of the findings and puts forward the assumptions or theoretical basis on which the analysis is based.

3. When the researcher finds an error in the research results, take appropriate measures to correct it.

4. When a researcher mentions the results of another researcher's study, it reports the results of another person's academic activities through accurate information and citations.

Article 19.

Researchers never plagiarise.

1. When using all materials, such as published materials, unpublished materials, and electronic works, the source is clearly identified.

2. Do not publish the findings of other researchers, such as published, unpublished, or electronic works, as if they were the results of the researchers' own research.

3. When using someone else's research work, even if it is not written in letters, it shall be notified and specified in the reference literature.

4. If some of the previously published papers or books are cited, the sources of them will be clarified.

Article 20.

Accurately recognise each contribution in specifying the author of a paper or publication.

1. The researchers specify as authors only if they have carried out the research themselves or if

they have made direct scientific or professional contributions to the research.

2. All authors are responsible for their contributions to the work.

3. If a student's dissertation is published in a journal, the student becomes the principal author.

Article 21.

Research papers shall not be published in duplicate except as clearly indicated, and when it is intended to re-publish research results that have already been published in other journals or in other languages, it shall be notified to the academic journal publishing agency and its affiliated research institutes in an appropriate manner.

 

CHAPTER V. Regulations of Research Ethics Committee

 

Article 22.

Installation and Composition

1. The Institute shall endeavour to ensure that the above regulations and general ethical principles are complied with. Besides, the Research Ethics Committee (from now on referred to as the "Committee") shall be established to implement research ethics regulations and deliberate on violations.

2. The Committee shall be comprised of the Director of the East European and Balkan Institute, the Chancellor of the Asian Association of Central & Eastern European Studies, and the editor-in-chief of the East European and Balkan Institute, which are the ex officio members, one of the editorial members and one of the steering committee members.

3. The Director shall elect members other than ex officio members under the agreement of the Institute and the Association, and the Chairperson shall be the Chairperson of the Editorial Committee.

4. The term of office of the members shall be one year, but they may be reappointed.

 

Article 23.

The Ethics Committee examines the members' violations of academic research ethics regulations and reports the results of their handling to the Steering Committee. Those who are reported to have violated research ethics regulations shall be given sufficient opportunity to explain themselves, and the identity of those who are reported to have violated research ethics regulations shall not be disclosed to the public until the Institute makes a final decision on the violation of research ethics regulations. The following matters must be included in the report:

1. Appointment of the Review

          2. Violation of research ethics regulations subject to examination

          3. List of reviewers and screening procedures

          4. Evidence and relevant evidence of the review decision

          5. Procedures for the explanation and handling of the members to be examined.

Article 24.

The Commission shall have the following powers in its examination and investigation: If the suspect refuses to attend the Committee or subject data without justifiable reasons, it may be assumed that he/she had admitted to the charges.

1. The Committee may request informants, subjects, witnesses, and witnesses to attend data in the course of an investigation.

2. The Committee may take necessary measures to prevent loss, damage, concealment, or tampering of research records or evidence.

Article 25.

Screening

The screening by the Procedure Research Ethics Committee shall follow the following procedures:

1. The commencement of the examination of the Committee shall be made upon the request of the Chairman or at least three members. Upon receipt of a request for examination, the Chairperson shall convene the Committee immediately.

2. The Committee shall fully review the research results of the researchers and, if necessary, interview the relevant researchers, informants, and reviewers of the thesis in question.

3. The Chairperson shall fully explain the progress of the examination to the relevant researchers, prepare the requested materials for an explanation, and notify them to attend the meeting. His/her calling shall be made through a closed meeting of the Review Committee.

4. The Chairperson shall report the decision of the Review Committee to the Editorial Committee after the researcher's call.

5. The examiner shall not disclose the status or progress of the relevant member to the outside world.

Article 26.

Sanctions

The Steering Committee may take the following sanctions according to the results of its examination and findings:

1. If a paper published in a journal is found to have been plagiarised or duplicated, the submission of the paper by the relevant researcher will be prohibited for three years. In the case of duplicate publication papers, the authors and their agencies, even publisher of the journal are informed. Besides, the website of this journal shall also be notified of duplicate publication.

2. If a paper that has been decided to be published in another academic journal is deemed intentional, the review may be suspended, and sanctions corresponding to the duplicate publication can be imposed.

3. The Committee shall decide on separate sanctions for acts falling under Article 4 "research irregularities" of Chapter 1, except plagiarism and duplicate publications, and for "research irregularities" generally recognised in the conventional wisdom of academia.
