<국문초록>

재브라질 한인사회는 2013년 2월 12일 이민 50주년을 맞이했다. 대한민국 최초의 공식이민인 브라질 이민은 집단농업이민으로 브라질에 도착했지만, 농촌이 아닌, 라틴아메리카 최대 도시인 상파울루에 정착했다. 그리고 여성의류 제품 생산에 종사하며 그동안 브라질 의류시장에 중저가 여성의류의 60%를 공급할 정도로 성장했다. 그런데 그들이 브라질 사회에서 주목받기 시작한 것은 2002년 한-일 월드컵의 위성중계방송 이후였다. 2004년 언론이 가장 먼저 재브라질 한인사회를 “모범적인 소수민족집단”으로 정의했고, 2006년에는 상파울루 주(州)정부가 한국문화를 알리는 행사 “한인의 날”를 요청했으며, 2010년에는 상파울루 시(市)정부가 한인들의 생활터전이자 주거지인 봉헤치루(Bom Retiro)를 코리아타운(Korea Town)으로 지정하기에 이르렀다.

그런데 이민 50주년을 맞은 2013년 재브라질 한인사회는 1년 내내 두 가지 커다란 사건으로 고통 받았다. 첫째는 한인사회의 과거 지도자들이 만장일치로 제32대 한인회장의 그의 임기가 끝날 때까지 탄핵운동을 일곱 달 동안 지속한 것이고, 둘째는 그동안 한인사회의 자부심이었던 브라질 한국학교 폴리로고스(Polilogos)가 상파울루 시정부에 세금 미납으로 폐교위기에 처했기 때문이다.

이런 혼란한 상황 속에서 필자는 재브라질 한인사회의 구성원들의 의견을 듣기 위해서 설문조사에 착수했다. 200장을 돌렸으나 수건된 것은 61장이었다. 따라서 필자는 본 설문지 결과를 바탕으로 관련 인물과의 인터뷰를 통해 오늘날 브라질 한인사회의 가장 근본적인 문제는 2008년 미국의 리만 브라더스(American Company Lehman Brothers) 사건으로 촉발된 세계경제위기와 브라질 한인사회의 경제위기에 있다는 결론을 내렸다. 그리고 이 두 사건의 또 다른 공통점을 발견했는데, 그것은 한국 정부의 거액의 보조금과 그것의 투명하지 못한 운영이었다.

따라서 오늘날 한인사회는 과거 - 첫 번째(1963-1989) 브라질 도착과 적응시기와 두 번째(1990-2009) 정착과 동화시기 - 와 달리, 2010년 이후 새로운 시기 - 필자는 그것을 본 논문에서 “위기와 분열의 시기”로 정의했음 - 에 돌입했다고 주장하는 바이다.

<영문초록>

 

The Korean Community in Brazil, which completed 50th anniversary of immigration on 12th of fev. of 2013. Even though the first Koreans had arrived in Brazil as an agricultural group, they settled down immediately in São Paulo, the largest city of the Latin America. And they started to dedicate in production of women's garments with the family labor, and supplied to the cheap and affordable women's garments' market up to 60%. After the Satellite Broadcasting of the 2002 Korea-Japan Word Cup Game, Brazilian Media began to focus to the Korean Community in Brazil as of 2004 and defined it as a good exemplar immigration minority group. In 2006 the São Paulo State Government officially asked to the Korean Community to held a Korean Cultural Festival and in 2010 the São Paulo City Government came to designate the district of Bom Retiro, where Koreans have been concentrated for working and residing, as Korea Town.

However in 2013 the Korean Community in Brazil suffered from two great incidents. First is the formal tentatives by the ex-leading group of the community for the impeachment of the 32nd President of the Korean Association in Brazil, which lasted seven months until the end of his term. Second is the closure crisis of Brazil-Korean School Polilogos, which is the pride of the community, because of not paying taxes to the São Paulo City Government.

In this chaotic situation, I applied 200 surveys to hear the opinions the members of the Korean Community in Brazil, but I collected only 61 surveys. Based on the results of the surveys, I have interviewed with the related persons. And I have a conclusion that the economic crisis of the Korean Community as well as the global, which had provoked in 2008 by the bankruptcy of the American Company Lehman Brothers is the main cause of the incidents. Beside this, I found other two common causes in these incidents: the first is the Korean Government's State Aids and the second is their not transparent administration.

Thus, I carefully contend that the current Korean Community in Brazil, different from the past - the first period(1963-1989) of arriving and adaptation, and the second period(1990-2009) of settlement and assimilation to the Brazilian society -, has entered in a new period since 2010, which I define in this paper as the period of "crisis and division".
